Atty. Karlo Stefano Azcarraga Domondon is a lawyer whose practice focuses on political law, election law, and energy law, with particular concentration on matters involving legislation, governance, regulation, and public policy.
He obtained his Bachelor’s Degree from the Ateneo de Manila University and his Juris Doctor from the University of the Philippines College of Law. He was admitted to the Philippine Bar in 2022.
Atty. Domondon brings to his practice extensive experience in legislative leadership and institutional governance, serving for nearly a decade as Chief of Staff in the House of Representatives of the Philippines. In this capacity, he has played a central role in the formulation of legislation, development of national policy measures, management of high-level stakeholder negotiations, and resolution of complex regulatory and governmental concerns. He was likewise elected as a Director of the Association of Congressional Chiefs of Staff (ACCOS), an organization composed of senior congressional advisers and legislative professionals.
His energy law practice is informed by substantial involvement in the Philippine energy sector and in the legislative development of recent energy laws and policy initiatives. Drawing from firsthand experience within the legislative process, he advises on sophisticated legal and regulatory issues affecting the country’s evolving energy framework, including matters involving energy regulation, public utilities, investment policy, and national energy security.
In election law, Atty. Domondon successfully argued before the Commission on Elections for the reconsideration of the rules governing party-list seat allocation during the 2025 National and Local Elections, particularly with respect to the computation of multiple-seat entitlements. The resulting revision led to an increase in the number of party-list seats allocated under the electoral system, marking a significant development in contemporary Philippine election law.
Apart from his legal practice and public service, Atty. Domondon also teaches law, reflecting his continuing engagement with legal scholarship and his commitment to the formation of future members of the legal profession.
