Representative Lord Allan Velasco (LAV) is a lawyer by profession. He obtained his undergraduate degree in Business Management from De La Salle University (DLSU) - Manila and his law degree from University of Santo Tomas (UST). He was introduced to public service as a legal researcher in the Supreme Court and pursued this career when he became the Provincial Administrator of Marinduque in 2008. He served as Chairperson of the Marinduque Provincial Tourism Council where he sought to promote sustainable tourism in the province. After his stint as Provincial Administrator, he was elected as the neophyte Representative of the Lone District of Marinduque in 2010.
In 2016, he was appointed Chairperson of the powerful House Committee on Energy where he pushed for sustainable, reliable and affordable energy, and was the main proponent of the Murang Kuryente Act, the Disaster Emergency Fund for Electric Coops Act and the Energy Efficiency & Conservation Act.
In the 18th Congress, he entered as a veteran lawmaker in his early 40s and became one of the youngest Speakers of the House of Representatives in the new millennium, having the singular ability of balancing tradition and progressive thinking. He introduced many reforms during his term as Speaker to modernize the House of Representatives - including green and energy efficient facilities, digital systems for the safety and security of members, employees and even visitors; and, health protocols to ensure that the legislative mill continues to deliver even in the midst of a pandemic.
LAV has faithfully served the Lone District of Marinduque for a full three terms from the 17th to the 19th Congress. He has now resumed private practice of law and management of their family business.
